Semitones on Warbl

My Warbl is set up for Bb tin whistle. I cannot get semitones.

How are you hoping to play semitones? If you select the "tin whistle/flute, chromatic" fingering chart, that will allow to use the fourth finger of your right hand to flatten any note one semitone. Other that, there are a few cross-fingerings that let you play some of the accidentals without requiring the right pinky, as shown in the fingering chart here:
