Normal D works fine with the settings but when I change the key to low G or Low D I only get a few tones, the rest is muted.

With Celtic Sounds it's best leave to leave the key in the Configuration Tool at D (the default) and move the "Transpose semitones" slider (top slider) in Celtic Sounds to change the key. You should be able to shift the range up or down a whole octave that way. If you change the key in the Configuration Tool, then Celtic Sounds will interpret the received notes as being out of the range of a tin whistle and will ignore them, thus your muted notes.
